Reinforcement of Pastoral Civil Society

Between 2003-2006, RECONCILE supported a programme focused on the reinforcement of pastoral civil society in East Africa, jointly with the Drylands Programme of the International Institute for Environment and Development (IIED).  This programme, provided a strategic framework for supporting capacity development for pastoral groups in East Africa to work together in advocating for policy frameworks that are supportive of pastoralism as a livelihood and land use system. Through this programme, RECONCILE designed a generic training on pastoralism and policy challenges, which is currently being offered at MSTCDC, Arusha, Tanzania. Research was undertaken on the impact of privatization on pastoralists, the economics of pastoralism, and the perception of pastoralism. Through the Institutional Governance Learning Group (IGLG), the programme built upon the capacities of pastoral civil society organizations in East Africa and brought them together to share their experiences

Collaborative Programme on Lake Naivasha Environment (C-PLANE)

With funding support from the FAO and in collaboration with local CBOs in Naivasha, RECONCILE  facilitated consultations among stakeholders in the area about how they can collaboratively work to secure access to the lake and its resources, and to manage the conflicts arising from the competing need for these resources. The project has been a success and the stakeholders, led by the Centre for Pastoralist Development (CEPAD), fisherfolk through their cooperative society and beach management units, Lake Naivasha Riparian Association (LNRA), WWF- Naivasha, and the GADEN Centre, have developed a comprehensive proposal to address environmental management and livelihood issues around the Lake
Building the Capacity of Pastoral Communities on Environmental Governance
In 2001, RECONCILE, in collaboration with the Environmental Law Institute of Washington DC, trained pastoral communities in Kenya on the Environmental Management Coordination Act (EMCA). The training workshops held at Kabarnet and Nanyuki, brought together members of the pastoral CBOs and NGOs, as well as representatives of local authorities from pastoral areas and District Environmental Enforcement Officers from the same regions. The workshops exposed participants to participatory opportunities that exist within EMCA regarding the management of their environment and natural resources.

Land Policy and Advocacy

From 1999 to 2002, RECONCILE played a key role in the establishment of the Kenya Land Alliance (KLA). RECONCILE hosted the Secretariat of KLA for one year and helped set up its institutional framework. RECONCILE continues to be actively involved in the affairs of the Alliance, as a member of its Steering Committee and the lead organization for its common property resources and pastoral land rights. At the regional level, RECONCILE played a leading role in the establishment of LandNet East Africa, a regional network of land policy practitioners from government, research institutions, and civil society organizations in Kenya, Uganda, Tanzania and Rwanda. In addition to providing intellectual guidance to the process of developing LandNet East Africa, RECONCILE served as the Secretariat for LandNet until December 2002, when the Secretariat transferred to Uganda. Within LandNet, RECONCILE remains active as a member of the Steering Committee and lead organization on pastoral land rights.

National Land Policy Reform  Process

In partnership with the Kenya Land Alliance, RECONCILE has undertaken a review of the provisions of the Draft National Land Policy on customary land tenure and common property resources.  In addition to undertaking an analysis of the provisions and providing a critique for use by members of the KLA in advocating for an appropriate framework to secure these tenure systems, RECONCILE facilitated targeted public debate on the policy. A policy brief outlining the key issues relating to the tenure systems has been published by RECONCILE and KLA.

Collaborative Study on Pastoral Land Rights in Uganda

In partnership with Oxfam GB Uganda and three CBOs in Karamoja, RECONCILE is undertook a collaborative study on pastoral land rights in Jie and Kotido. The study aimed at documenting and disseminating information about the existing land and natural resources rights of pastoralists and agro-pastoralist in Kotido District in order to help articulate and clarify issues around the land rights in the region, and in support of the development of an advocacy agenda for Oxfam GB and its local partners in Uganda

In partnership with MS Kenya, RECONCILE enhanced the capacity of two CBOs (Waso Trust Land Project and OSILIGI) to engage effectively in sustained land rights advocacy by providing technical assistance in the following areas: action research, documentation and packaging of information for policy influence, linking them to the wider policy environment and to organizations that have expertise and competence in relevant policy areas, and analysis, policy advocacy, and negotiation skills.
